The military's response
On 24 October, Foch met with Clémenceau and on 25 October he brought together Haig, Pétain and Pershing at Senlis.
The attitude of the allied generals was diverse: Pétain and Pershing were in favour of very harsh armistice conditions, Haig thought that the German army was not weakened enough, but that one should not demand too much from Germany.
After various meetings, the project, reworked by the politicians, Loyd George, Clémenceau and colonel House, was finalized and sent to Wilson on November 4.
